Numerous star formation relations have been proposed in the last two decades, which have been shown to explain star formation in the local star-forming molecular clouds. If these relations are indeed universal, they should be able to explain star formation in high redshift molecular clouds as well. Using high-resolution (sub-kiloparsec scale) data obtained by ALMA, I will show that a turbulence-regulated star formation relation can indeed explain star formation in one of the most violent starburst galaxies at redshift 3. This result is the first such study of correlating star formation in local and high redshift sources at sub-kpc scales and paves a way towards the universality of star formation relations guided by turbulence.
