Resilience might not be a new concept but societal awareness of and tolerance to risks are changing. Consequently, in combination with deep uncertainty, policy makers and utilities are needing to shift from traditional management of risk exposure to a more mature approach based on system and service resilience.



The balance between societal perceptions of risk and evidence based policy provide legislators and regulators with a unique set of challenges both in the UK and internationally. Undoubtedly the risks to our vital utilities are intensifying as systems become increasingly interconnected, the climate becomes less stable and our utilisation of natural resources gets closer to sustainable limits. However, it is the uncertainties associated with these risks that is in particular driving a refocus on resilience and requiring thought leadership from policy development through to delivery.
